Landwise Advisors was engaged to study the development feasibility of scenarios being explored for zoning changes in Newton's Village Centers. The goal was to provide analysis of financial viability to correspond with density test-fits illustrated by Utile for sample sites. This analysis ultimately informed zoning amendments being considered by the City of Newton for both large and small village centers.

Landwise provided an overview of recent and pipeline development projects that were permitted under existing zoning in the Village Centers, detailing the typology and density. Associated sale and rental prices were analyzed on a per square foot basis, and construction costs were gathered through conversations with area developers. Landwise then prepared a series of financial models demonstrating the implications zoning changes could have on incentivizing development. Conclusions were drawn for both residential and office uses about the minimum floor area ratio (FAR) and parking arrangements that would make projects financially feasible. The team communicated technical analysis and findings to City staff, as well as community leadership and stakeholders to inform the public process.
